​A Foundation of Faith:  Apostle Portia Minter is a born-again, spirit-filled woman of God whose life is a vibrant tapestry of ministry, service, and family. Deeply rooted in a spiritual lineage, she is the granddaughter of the late Rev. C. H. Tigner and Rev. C. R. Harris, and the daughter of the late John S. and Madie H. Tigner. Supported in ministry by her husband, Deacon Terrell Minter, she is the proud mother of Alunda, Robert, and Jonathan, and the doting grandmother of Emery and Armoni.

The Call and Early Ministry: The trajectory of Apostle Minter’s life changed forever on the second Sunday in May 1987, when she accepted her formal calling into the ministry. She was licensed and ordained into the Gospel Ministry on May 22, 1990, at The True Light Baptist Church under the pastorate of the late Rev. C. I. Fowler, Jr. Her ten years of foundational service at True Light prepared her for the expansive leadership roles that would follow.

A Vision for Healing and Reconciliation: In 1994, the Lord imparted a specific vision to Apostle Minter concerning women in ministry who had been spiritually wounded in the line of service. Driven by a desire to see these leaders restored, she founded and served as Moderator for The Christian Women’s Ministerial Association of Georgia, Inc. (C.W.M.A.). This counseling ministry of reconciliation provided a safe haven for women in the Five-Fold Ministry to heal and grow. While the ministry remained quiet for a season, the "winds of refreshing" are currently blowing upon this vision once again.

Academic Excellence and Clinical Expertise:  Apostle Minter is a proponent of lifelong learning and spiritual preparation. She graduated with honors from Beulah Heights Bible College in 1996 with a B.A. in Biblical Studies and an M.A. in Leadership Studies in 2014. Her academic journey is marked by distinction, including:

​

• Induction into the Beta Eta Beta Kappa and Delta Epsilon Chi Honor Societies.

• Recognition in Who’s Who Among Students in American Universities and Colleges (1995 and 2014).

• A Teacher’s Diploma from the Evangelical Training Association (ETA).

 

Utilizing her gift for counsel, she became a Licensed Clinical Pastoral Counselor in Temperament/Family Therapy through the National Christian Counselors Association in 2001. Her passion for healthy families is evident in her annual Marriage Tune-up Clinic, designed to fortify traditional Christian marriages and provide a roadmap for youth.

The Pastoral and Apostolic Mandate: Following clear divine direction in 1998, Apostle Minter surrendered to the call to pastor, leading to the organization of The Christian Jubilee Full Word Baptist Church, Inc. For over two decades, the church has thrived under her vision: “Preparing a People Who Will be Able to Celebrate the Return of Our Lord Jesus Christ.” In 2025, this journey of leadership reached a new pinnacle as she was consecrated and elevated to the Office of Apostleship.

Community Transformation and Authorship: Apostle Minter’s heart for service extends beyond the sanctuary. After a distinguished 30-year career with the State of Georgia—notably serving the aged and disabled through the DeKalb County Department of Family and Children Services—she retired in 2006 to focus fully on kingdom work.

​

Today, she is an active force in the DeKalb Consortium of Churches, the Fellowship of Atlanta Metropolitan Churches (FMAC), and the One Race Movement. She is a vocal advocate for social justice, racial reconciliation, and the abolition of human trafficking. In 2019, she launched Stay True to the Word Ministries, LLC, and in 2022, she became a published author with her book, "25 Life-Changing Reasons for Church Attendance: The Relevance of Doing Church."
